That only works when all your Kodi devices are identical. Guisettings.xml can contain hardware-specific settings.
Other than that, rsync should be somewhere in the tool addons.
Installing a setup fully, and then copying it to your Kodi/LibreELEC clients is an easy and quick enough solution. No need for a syncing solution as the setup is a one-time event... Right?

The system partition is indeed read-only, and for a reason.
All data is written on the (other) /storage partition.
There you can find the .kodi/addons folder, as well as the ./kodi/userdata/addon_data folder if you have spring-cleaning plans.

In case if trouble, the kodi.log file is usually the only real source of interest.
Without it, we're stuck to using a crystal ball, which is not always that accurate.
Set the loglevel to 1, restart Kodi, reproduce errors, and the provide the kodi.log file via Pastebin or similar text upload websites.
DLNA/UPnP stuff in Kodi is only pushed via the Video and/or Music Library, afaik.
If you want no library but simply files only, use something like MiniDLNA. That tool supports video, music, and pictures.
We tested a MiniDLNA addon for a Kodi Leia LibreELEC build, and it seemed to do the job. I don't know if it's been entered into the repository already.
In general, Rapsbian is like a fully stacked Linux OS, whereas LibreELEC uses only the bare minimum of the Linux kernel plus a couple of bells and whistles to run Kodi properly.
A Kodi skin is very much a personal preference as far as looks and functionality go.
I suggest you simply test them and see their impact.
Just make a backup copy of the guisettings.xml file beforehand, just in case it gets corrupted. Running different skins sometimes can confuse certain saved parameters/values.
It's also possible that the drive has a disk error of some sort, or that the disk is still in some hibernation/suspend mode from a Windows session. Linux is a kind of picky with those situations and will not mount drives as self-preservation. So double-check those first possibilities first.
Buffering from popular YT Live Streams shouldn't be that surprising.

Try a system (Linux) mount to your SMB share, instead of using Kodi's internal SMB client, and see if that makes a difference.
You simply put the command(s) you used to get to the end result into the ~/.config/autostart.sh file
You will have to create the file, since it is not there by default.

1) That all depends on the hardware you will run LibreELEC on. Generic x86 Intel has a 64bit-only build, while other hardware boards have 32bit builds. There is no specific 64bit build for the RPi3B+.
2) There is a LAMPP package available somewhere, you could try that. There is also Docker support in LibreELEC, so you may want to look at that.

Please enable debugging, restart your Kodi, and reproduce the error. Debug logs tend to give more detailed information.

6) There are LibreELEC builds with a focus on game emulator and such. Not really my cup of tea.
7) To get your kodi.log file the quickest, log in via SSH into your LibreELEC device, and type the following command:
pastebinit ~/.kodi/temp/kodi.log

Yes, not everything will be possible via the Kodi GUI, so some things will require some typing (no so much coding), but that is what keeps things interesting.
autostart.sh is a file you can create in the .config folder, in order to run commands when LibreELEC boots, just like autoexec.bat in Windows.
