If you want to cast to Kodi you can install
BubbleUPnP for DLNA / Chromecast / Smart TVYour RPI will be seen on your Network by the App .
You choose the RPI as the renderer to play all your files from your Tablet to the TV.

I have done the above and here is the link to the log
I've just tried a HEVC 265 Movie file in my Library and got the Video stuck with buffering and audio proceeding.
Repeating every few seconds.
I think we need Kwiboo to look into this.
I looked but way over my head reading the logs.
EDIT : I just updated to LibreELEC-RK3328.arm-9.1-nightly-20190410-a2cd6c2-rock64
Problem gone. Maybe intermittent so i'll have to keep testing when i have time.

I am also having issues with stuttering on my Rock64 playing videos from my NAS over SMB. I'm not being terribly helpful, but I don't think it's your specific Rock64 as I am also experiencing something similar
1. Reboot your device
2. ssh into your device
Play a file that stutters for a few seconds
Execute Command Below.

I can't get it to stutter.
I'm hard wired over ethernet.
SMB to library .
Straight HDMI to the Rock64.

And that tuner works well with your Rock64?
The Tuner works very well with LE Krypton on my TX7 being the server.
The Rock64 has TVHeadend Client which works very well.
Never tried the Tuner with the Rock64 as a server.
Never run a TVHeadend Server on your daily driver box.
I learn't that a long time ago.

SD cards in general have lousy write speeds. It helps to pay more attention to the actual/tested write speeds of SD cards.
Samsung Evo has been a big improvement over my previous Sandisk Ultra SD Cards.

as i understand the hdmi output format should be set to ycbcr 422? and should it be set to limited or full?
I've got mine set to YCbCr 4:4:4
Limited Colour range (16-235)
These settings give me the best picture for my tv.

Because they use different drivers for DVb and I cannot use dvb tools with it.
All drivers are available in CE. Just try it with an SD Card , Fresh install.
