High 10 are out of the scope of the graphics chip to decode, so it is done in software I believe.
There has been plenty of talk on the Kodi forum under milhouse test builds, regarding high 10.
I suggest reading or searching that thread. Can't post URL from my Phone sorry.

With Dongle attached. -

Can't help but an idea to test.
Power off, disconnect power cord, press power button for 5 ish seconds to drain residual power.
Reconnect power cord and start the PC.
Does that start correctly?
if so, maybe power supply problem.Just after guess. Good luck.

Or use a Gigabit switch instead of a low cost hub.
A switch can manage network traffic better.

Don't believe you can have both wired and wifi active on same network.
Maybe wrong on this, but usually it's one or the other.
