If activated it just just work. I couldn't test it because i have no Android tv device.
Basically the last Nvidia driver versions broke it. Its partly (?full) broken at generic and at least it was somehow working at RPi.
Like already said we have no one with the needed hw + interest in maintaining that addon. Maintaining it without the needed hw is not working - i tried this.

the pi-hole version comes directly from the used docker image, as long this is not updated and fixed you can't update

from my understanding Kodi can play 10bit HDR, but you won't see the HDR effect at your screen
from what I understand an AMD RX560 should be supported and provide 10bit H265 in addition to 4k60 and HDR
AMD supports vaapi, if the Linux HDR implementation is ready it should just work
So the culprit is Kodi.
the culprit is nvidia that created a new api that nobody supports, afaik no plans yet to add this to kodi at all - also the old nvidia not standard api gets removed with kodi 19 (at least that was the plan some time ago)
Kodi goes that "just support the OS standard" route or it won't work (just imagine NVIDIA won't support DirectX at Windows)
10bit works for Nvidia at linux too (afaik) but just with the new, NOT standard, api that is not supported by kodi.
