from my understanding Kodi can play 10bit HDR, but you won't see the HDR effect at your screen
from what I understand an AMD RX560 should be supported and provide 10bit H265 in addition to 4k60 and HDR
AMD supports vaapi, if the Linux HDR implementation is ready it should just work
So the culprit is Kodi.
the culprit is nvidia that created a new api that nobody supports, afaik no plans yet to add this to kodi at all - also the old nvidia not standard api gets removed with kodi 19 (at least that was the plan some time ago)
Kodi goes that "just support the OS standard" route or it won't work (just imagine NVIDIA won't support DirectX at Windows)
10bit works for Nvidia at linux too (afaik) but just with the new, NOT standard, api that is not supported by kodi.

No, there is nothing planed for the old stable - developement has shifted over two years ago to LE9 - due the VERY long dev phase of Kodi 18 we are late with an new release but nobody of us had touched 8.2 for ages. If you need something more recent use an LE9 pre Alpha/Alpha build (run "completely" at LE9 since an year).
