Thanks for checking the cable. The default whitelist seems to be complete, but the TV is sending wrong refresh capabilities after being re-enabled.
I suggest to go into the "CEC Adapter" menu at LE's input settings. There is a setting, which keeps HDMI signal always on, even if the TV gets switched off. If you activate this setting, then hopefully no HDMI negotiation happens when TV comes back.

Do you use an HDMI 2.0 or 2.1 cable? If you are using a lower HDMI version cable, it's possible that the whitelist is incomplete.

Hmm, I don't see any Samba errors. It has some server errors from "IPTV Simple" add-on, but I don't think that slows Samba down (you can deactivate that add-on for another test to be sure).
You can post smb.conf, but I'm not familiar with Samba, so that's just for other users.
Currently with LE11, the picture is too light, with no real blacks or contrast.
Can you have a look at LE's video settings? I heard some users have the same resolution / refresh rate multiple times, and just one version has the right contrast.

config.txt looks fine. I think you have to increase the buffer size at advancedsettings.xml.
You shouldn't need to fiddle with GPU memory defaults; they are set correctly by default.
It's very rare, but sometimes higher GPU memory seems to fix things: RE: File where Video does not play, Audio does.
libreelekuer Get the 4GB version of RPi 4B. Then you can increase GPU memory at config.txt, if needed for codecs, buffering etc.
Try gpu_mem=128 at config_txt. Because you have the 4GB RAM version, this shouldn't cause any trouble.
