Probably not HDR10+, i dont know as i only use it for DV.
Shield Pro 2019 is old but still working fine with Kodi and DV, never uses over 65% RAM , im still quite happy with it, it's almost as snappy as my Pi5.
And as mentioned Vero V might be ok.
If you want DV, Shield Pro and Kodi or some of the devices that run CoreELEC.

To have a decent experience without much problems, just get a Raspberry Pi 4 or 5.
The number of users that show up with an Argon case and swear it cannot possibly be their magic/favourite case; who then go quiet after we insist they remove the board and test playback without it .. is notable. So, remove the board and test.
I agree, i have 3 or 4 Argon cases unused ln a drawer because they have image problems.

I have several Pi's (4 & 5) connected to a LG 65CX without any problems.
Try with Etcher, it never failed me.
I cant access any of my Windows pc's that are on my network from my one pc with 24H2, but i can access the 24H2 pc from all my others pc's with win 11 and win 10.
I stopped all my other pc's from getting the 24H2 update.

And all recommendations says limit desktop gui to 1080p.
