Any problems with Generic LE12 nightly? No new release since 2024-03-20 (572cdea), all other devices have got like 7 updates, even Generic Legacy is updated to 2024-03-21 (5d8c60d).

Not possible from the Kodi Web GUI. However, the LE12 add-on repo (I'm not sure about the LE11 repo) contains the "Web File Browser" add-on which provides a web browser GUI interface to the HPTC device where you can upload/manage files. I replaced the adapter by another one with almost the right voltage (4.8 V) but the problem remains the same.
And the logs are strange, their creation date is way before i installed the system. I post them anyway just in case.

Original power supply is 5,1V, don't buy any cheap copies.

Best option would be not mixing Windows and Linux filesystems at all, but since LE is a nice and simple way to play mediafiles and Windows desktop is used by 80-90% of the worlds population it doesn't look good.

Cable shouldn't prevent from setting 60Hz. (Later on I could have problems with picture when using low quality cable, I know). I tried four cables, different settings but finally I gave up. I will use computer for 60fps videos and RPis for other, lower fps videos and movies.
Hopefully next version of LibreELEC will have 2160p/60Hz as standard (at least for RPi5) and tweaking Config.txt will not be required.

You mean the nightly build? And do I need to change something in the bootloader?Yes and no.
Done it several times, no problems, except for some black screen that is fixed by rebooting or pulling power and connecting again.
