From previous posts it seems you are running a RPi3 so it would be better to run the native tvheadend server rather than a docker container.

Personally I would keep it simple for now. From the original post, it was to stop the kids from changing things.So the simpler the better.

There are threads about that. You can increase the size with gparted, but I would still go for a fresh install.

Personally I would perform a fresh install of LE9 to clear away any OE rubbish that may be lying around.
However, if you want to try and upgrade just place the gz file in the .update folder and reboot.

Well I think you have answered your own question. It has run out of memory and cannot swap anything to HDD.
LE is designed as a just enough for Kodi and such has no need of a swap file. Considering what you are running is like asking a Mini Cooper to outperform a Ferrari.Your only real option is to offload some of the stuff to another machine or compile LE with swap support added.

Unfortunately there is no simple answer, it all depends on your precise requirements (x265, 4K USB3 etc), and of course $$$.
There are many threads asking the same question - you just need to search for them.
As to dual booting. LE (AFIAK) should be able to play Netflix and Amazon prime, so there should be no need to dual boot,
From previous threads an Intel Nuc or the OSMC Vero seem to be the devices to look at.

I've been using a RPi3B+ with RPi TV HAT booting off of a SSD as boot and storage without any issues, The max I could get was 3 simultaneous HD downloads on the same MUX. (A few errors but acceptable).
I would look as the USB as a bottleneck as this will be processing ethernet, file I/O, Wifi and TV Tuner. You could also be having power issues,

I'm not too sure what the title has to do with this thread - can you change it so that it reflects the problem you are having.
Install network tool and system tools from the LE repository and reboot.
Use IFTOP to monitor the network.
Use NMON or HTOP to monitor I/O
Or just use NMON to monitor both.
You can also install a docker container called NETDATA Here which will allow a full system monitor from a web browser.

Well I've played around with a variety of MPEG files (and DVD) on an old RPi1 with 8.2.5 & 9.0.1 and they all play fine. So that can't be the issue.
Can you upload a snippet of an offending file (if legal).
Also on the RPi0 after trying to play the file.

Yes it's possible - See Compile.
However, have you tested it on LE9? mt7612u might already be in the kernel.
