I've just tested on a RPi3 A+ on 9.2.0 and all works as expected. So it's possibly not an LE issue? Try installing Raspbian and see if the wifi works there (If not, it's possibly a H/W issue)
Can you try 9.2.1 and set the Wifi on the startup screen and see if that works. (make sure you choose the RPi2/RPi3 image.
Yes, the log files will be readable on any Linux based system.
NOTE: Check that your RPi A+ looks exactly like the image. It doesn't seem to have a wifi chip. So it's probably a RPi 1 A+ which doesn't have wifi.

How odd - I've used the Pi3 A+ with LE without any issues. Albeit not on 9.2.0.
If you can somehow read the installed SD card, post the output from /storage/.kodi/temp/kodi.log and kodi.log.old
Pressing <space> on the keyboard will do that.
From a SSH session kodi-send --action="Action(ShowTime)" will also do it.

I played with something similar a couple of years ago.
However, what you want is not really possible - even if it was, the "slight" delay would be terrible. I doubt it would be something we would want to implement.

LibreELEC is a port of OpenELEC (Which is now no longer supported i.e. dead)
A few points.
1) You'd be better off using OSMC to test your application as it will allow you to install and compile what you need.
2) Zbar has not been updated since 2009!. If you intend to use python, then LE 10 (Kodi 19) will only use Python 3 and I imagine the interface of Zbar is Python 2. So if it works now it possibly won't be upgradable. Have a look at OpenCV as that seems to work on Python 3.
3) As LE is a R/O system, there is no way to install the required modules - hence 1)
4) Not your original thought, but have a look at Yatse on a phone/tablet which has voice commands which may be just as good.
What is your NAS configuration?

Which version of the dac+ do you have? Light/standard/pro? If NOT the "light", try removing the "dtoverlay=hifiberry-dacplus" from confix.txt.
Also you have a LOT of addons installed - can you try a fresh install on a separate SD card and see if you have the same issues.

/etc/ is R/O so your approach will not work.
If you running from the LE docker addon, then you can update the block list from the Web gui in tools. If you want to "copy" your settings, use the "teleporter" in settings to export/import.
