@edjalmo Sorry no idea. Never experienced the "Safe Mode" nor did I know about the Wiki entry before this.
Error was:

I've tried to duplicate your issue but cannot get any sort of crash. I played a .mkv file over SMB without issues.
I have a feeling it may be the way the file was created/decoded that is causing the problem, Can you provide a snippet of the offending file (IF LEGAL) so we can try and duplicate the issue.
Yes: If you disable H/W acceleration, then it is decoded in S/W and thus the CPU has to work a lot harder - and WILL get hot,

I just cannot say if it is something with docker or with libreelec 9.1.502, nor what it is.
I've just installed Docker and Letsencypt on a RPi4 4G without issues. Not too sure what the issue might be with your setup, but I would uninstall Docker and letsencrypt and then reinstall.
If you still have issues:
Please provide a full debug log.How to post a log (wiki)1. Enable debugging in Settings>System Settings>Logging2. Restart Kodi3. Replicate the problem4. Generate a log URL (do not post/upload logs to the forum)
use "Settings > LibreELEC > System > Paste system logs" or run "pastekodi" over SSH, then post the URL link -
As @Da Flex mentioned. I don't think it's a S/W issue as I have had no issues connecting 2.4 nor 5GHz (Mind you my RPi is ~2M from my router)
As an addition. Try moving your RPi closer to the router. Also, don't use any cases - especially aluminium heatsink cases that cover the whole RPi as this will definitely interfere with the reception of the internal wifi chip.
For the *best* reception, it's better to use an external antenna rather than the internal one - actually it's better not to use the internal wifi at all with LE unless you have a really good reception.
-
How do you do this when it won't connect to wifi? I have the same problem only it'll sometimes connect to 2.4ghz
Use 2.4GHz or perish the thought - Ethernet?
-
If you want to stay on this site, then I suggest you tone your attitude down.
It is quite - nay probable - that you didn't get the reply you wanted, is that no one knows the answer.
-
I've been using the RPi4 4G version since it first came out, and have never had an issue with ethernet. I've never seen any reports on the Raspberry Pi forums to suggest that there is a H/W issue either.
By virtue that it also doesn't work on Raspbian seems to suggest it's something to do with your setup (as you mentioned).
I would try a CAT5 cable - just in case. and then slowly eliminate each device in your N/W chain to see where the problem lies.
If after that it still doesn't work, I would post the question on the Raspberry Pi Forum as there will be RPi hardware engineers who might have a better idea.

To replicate: on RPi4
wget potter-700.vp7
Rename to potter-700.vp7.wmv or mkv
Try and play - Instant reboot.

PSU= Power Supply Unit
I've been using RPi4 since it's first availability and never had any issues. Always shut down the RPi4 properly (With the shutdown function in Kodi) and WAIT for it to shutdown.

SMB and NFS do not work via the Add Video browse function. SMB browse has not worked for a while.
NFS is throwing an error:
2019-11-01 10:16:02.813 T:3011928080 ERROR: GetDirectory - Error getting nfs://
2019-11-01 10:16:02.813 T:3011928080 ERROR: CGUIDialogFileBrowser::GetDirectory(nfs://) failed
Related to: Github
However, both work if you enter the details directly.
i.e.
smb://<host-ip>/<Samba Share>
or
nfs://<host-ip>/<export details>
However: The preferred method is mentioned Here
-
You could also use kodi-send Functions
So kodi-send --host=<hostname> -a "Notification(<header>,<message>,<display time>)"
-
You should be able to do it manually Here It's what I used on my Meccol S905X for LE8 (Note the changes for LE9)
-
Instead of whining, try searching.
The Kodi SMB implementation can be a bit problematic at times, so it's sometimes easier to "hardcode" the link as detailed in our Wiki.
I use this for SMB and NFS without any issues.

Depends on your H/W. If RPi2/3/4 then the RPI TV TV Hat is a no brainer and works out of the box.
I also have a MyGica DVB-T2 which works on RPi's but cannot comment on other devices. Try searching the forum for known tuners.
