When I press the POWER button on my remote and LibreElec it shuts down the Raspberry Pi (as expected) but I cannot press POWER to turn it back on. I assume this is because it is going into full power-off. Is there a way to change it to SUSPEND or SLEEP or whatever instead of fully shutting down so I can turn it back on via remote?

The RPi doesn't support sleep or hibernate. Just leave it on all the time.

Doesn't sound very efficient. Especially if you have a hard drive attached. It would just spin forever.

The RPi idles at some 1.5 Watt. If that's still too much, just power it down and unplug the power adapter.
You can also try to put the HDD into a spindown. There should be an addon on that somewhere.
Otherwise try the hdparm command.

My RPi3 is hidden behind the TV and the power plug is difficult to access. I solved this by buying a remote power plug which works just fine. I guess a wifi smart plug would also do the same thing allowing access via wifi connected devices (Phone, Alexa, Google home etc.).
I'm pretty sure most modern HDD's power down automatically nowadays, so consumption and wear and tear should be minimal.
