I am running latest 8.0 with the standard Confluence Interface.
When I go to System I get only Settings, File, Profiles, System Info, Events..... I should see Librelec between Sttings and File.
What am I missing??

Confluence isn't the default skin any more, it's like installing any other skin - so no automatic shortcut (I guess there's one in Estuary?). You might be able to make it yourself:
Customisable home submenus
Otherwise you can access via programs, or add it to favourites and get there that way - or use a skin that's customizable. -
I'm having the same problem.
In this HowTo video they use Confluence and still have the menue entry: HOW TO:Update LibreELEC - LibreELECHow can this be achieved?

It can't. You can reach the LibreELEC settings add-on from the programs menu.
