[RPi] How to connect with no display attached?

rpi4 libreelec with no display attached. how to connect to it i have ip adress but connection refused How to solve this ?

How to enable ssh when you cant connect to it i login via putty 192.168.2.20 port 22

connection refused. I cant find anything on the internet

Add "ssh" to boot params in cmdline.txt and the SSH daemon is forced to start on boot.

None of the other boot params are comma separated, and my instruction doesn't include one, so why have you added one?
