Copying files to device it constantly drops to zero and then continues to transfer. (Kodi 10 Rpi)

If I use 9.2.6 it copies files across at fairly constant speed. But with kodi 10 the speed drops to zero and then starts back up again, this keeps repeating.

It does not happen with anything else on same network. If I ping the Rpi 4 there is no packet loss or spikes.

I installed network tools and used iperf and connection seems fine.

Maybe it was writing to sd card that was causing the speed fluctuations copying files.

Did the copy speed drop and start, drop and start, get fixed? I updated to 10.0.2 and I'm getting the same.
