It looks similar to
DNS resolve problem zattoo pvr on raspberry4
and
Could not connect to Kodi Add-on repository
but modifying the dhcp does not change anything.
A traceroute just shows the ISP and Cloudflare in between.
and using temporarily a different (Wifi) connection works (Addon repository can be resolved and addons installed)
However, the problem remains: once back to the normal Wifi connection, the error reappears:
