Add VLAN interface from network settings

LibreElec 7.0.2
RaspberryPi B+

In my wired network I use VLAN to isolate desktop, multimedia, DMZ traffic, … The module 802.1q is loaded by default but it’s not possible to create an interface VLAN in easy way. First I tried to use system-networkd (VLAN - ArchWiki) but we can’t use this network manager as Connman is used by default in LibreElec installation. Connman seems to not support directly VLAN configuration.

It will be very nice to add VLAN support in the network configuration section

Probably won't happen as it isn't needed for 99.9% of our users.

I've no objection to a sample systemd .service file being included as we do for some other things (and some wiki documentation) but VLAN's are a niche requirement so there's no need to complicate the GUI for the other 99.99% of users.
