Read only file system when trying to create LIRC hardware.conf file.

I understand that everything other than the storage directory is read only, but I'm trying to configure LIRC per these instructions. I've enabled LIRC in the Kodi GUI so the lirc_options.conf is already there and properly configured. I'm needing to create a hardware.conf file, but I'm not understanding how I'm supposed to be putting it in storage, then redirecting whatever needs to read this file to know it's there. I'm accessing my pi via SSH. Any tips?
