UVC drivers included in build

I am hoping to start work on a kodi video intercom plugin using webrtc native api later in the summer and need UVC drivers for webcam support.

Including UVC or webcam drivers is not (at all) at the top of our priority list. If others can do a PR for those drivers, we could consider including them.
