Special characters in Spanish keyboard (Raspberry PI 3)

Hello, does not work the keys with characters special, mainly interested in the letter ñ. Even selecting the keyboard layout "es", both with a keyboard bluetooth as with one usb. The ipad via the official remote control keyboard, enter these characters without none problem. Why? is there any solution?

I refer to a keyboard with spanish distribution.

Does not work in the distribution for raspberry pi 3. Although in intel NUC perfectly.
Not is mapped correctly, to the press the key ñ, not happens nothing. the keyboard layout set : es (spanish distribution).
