Emby should not need local ffmpeg (it fetches its own)
Local ffmpeg support for RPi is only available to Emby on LE 8, is still experimental and has a major issue (transcoded stream is displayed on screen).
I will explain how to activate it on the Emby and Mono thread, when I have the time.

Got the same problem. Any solution so far?
Could reproduce the problem on a fresh install.
Emby appears to have dropped the -ffmpeg and -ffprobe command line options.
Investigating...
Go to the settings of the addon (add-ons/my add-ons/service/emby) and select "use dedicated ffmpeg/ffprobe".
I will update the addon to set this as default.
Incidentally, this means that Emby for LE7 is fubar.

Hmm the system is pretty slow on my Pi3. CPU ussage goes to 100% while loading pics from a USB HDD. Watching movies works pretty nice, CPU is at 10% but when I start watching a Movie on Kodi and start watching on another system with Emby I got a little version of the movie on the left top corner.
The "little version of the movie" is a bug in ffmpegx (Kodi ffmpeg built shared) on RPi. At the moment, it is either this bug or no transcoding on RPi. This is also the reason the Emby addon is still beta.
