I am running LibreELEC 9.0 on an hp T620+ (4core amd apu processor 4gb ddr3 ram Radeon HD 8330E Graphics) and while streaming from an HDhomerun prime some of the channels are poor quality... I'm guessing maybe mpeg2? the cpu is around 10% so it doesn't seem to be taxed. Is there a way to force software decoding or is that not my problem? I think this would be a pretty slick little media unit if I could get this sorted.

Enable Expert settings level. Go to Settings->Player->Videos and disable MPEG2 acceleration.

PlayerProcessInfo is mapped to the 'o' when using a keyboard. But keep in mind the overlay results in some additional CPU load.

It's showing around 20-30% on each core but it's showing (CPU KODI 120%) is it taxing the machine or is it fine? is it counting all cores so maxing out would be 400%?

Yes. The last value is the sum, Kodi is using at all CPU cores.
