10bit HEVC should be possible with the new rounds of beta builds for Kodi 18 / LibreELEC 8.90.x . RPi 3B+ and a bit of overclocking is recommended.
Otherwise, can you provide a 10 second clip?

Not sure how I would pull a clip out. How do you do overclocking? Actually since 18 isn't fully released and I have like 7 17.6's in the house I need to stay at that level

You can use ffmpeg on a PC machine for that via a command line. For example, the first 10 seconds.

It's not that far. Kodi is currently at RC3, so I'm guessing one or two more RC releases before final comes out.
7 RPi's..? I'm sure you can assign one of them as test object? Use an additional SD card and testdrive LibreELEC 8.90.009.

If you don't get any video at all then GPIU memory may be too small. Increasing it from 256 to 320MB should help
You only need to overclock if videos stutter. But keep in mind that you'll need proper cooling, otherwise things could be worse than before.
