This video won't play on my pi. Enclosed is a MediInfo capture. Any suggestions? I am figuring I'll have to re-encode it.

10bit HEVC should be possible with the new rounds of beta builds for Kodi 18 / LibreELEC 8.90.x . RPi 3B+ and a bit of overclocking is recommended.

You can use ffmpeg on a PC machine for that via a command line. For example, the first 10 seconds.

7 RPi's..? I'm sure you can assign one of them as test object? Use an additional SD card and testdrive LibreELEC 8.90.009.
If you don't get any video at all then GPIU memory may be too small. Increasing it from 256 to 320MB should help
gpu_mem_1024=320You only need to overclock if videos stutter. But keep in mind that you'll need proper cooling, otherwise things could be worse than before.
