That is an preview (really nothing else) LibreELEC-Generic.x86_64-7.90.009-4.9-TBS.img.gz
Can't guarantee that this is working (just update to it, ready). If this is working and didn't produce problems we are close to release an official LE image with nativ TBS support (Generic and RPi).
Currently it looks working beside everything what depends on saa716x because that is broken for kernel 4.9 at the tbs drivers

It looks like the TBS drivers are working with my TBS-5990, unfortunately I can't get the TvHeadend client to install. It comes up with an error message saying that it can't meet the dependencies. Any ideas?

On the last .jpg is unable to see frequency. But, I see that you have wrong number of symbol rate. You should have 6900000. Frequency should look: For e.g. 162MHz = 162000000, 170MHz = 170000000 etc.

Ah qam 256 - not too sure if this is already supported by the driver, could you pm crazycat he can at least tell you if this is working with that current driver or not.

then it is most likely an settings error at Tvh, could you try if it works with VDR ? (to ensure that the driver is not the problem) ?

VDR finds 6 channels out of 200+, this channels also can be found by tv without dvb-c support
