Seems Pulseaudio ignore config files within this folder 
Another question: When using combined sink, is it possible to sync (offset) the audio?

The /storage/.config folder supports user provided config in a specific list of folders and pulse-daemon.conf.d is not one of them. You'd have to recompile the OS image with changes to make that work.

Strange that wiki tells to use exactly this folder: pulseaudio [LibreELEC] ...
So where to put custom pa config?

Hmm.. looking in sources it appears to have been added a while back and I'd not noticed. I must work on my omnipresence
So if that's the location. I'd guess there is some issue with the changes you're trying to make. Alsa config is a bit of a dark art and few people understand it so advice is often not forthcoming.
