Have you tried to use a different/2nd DNS. Just for a test, try 8.8.8.8
But I´m also interested which kind of screen-issue you have with 8.2.3?
Which hardware are you using? It would be better to solve the screen-issue (whatever that is) rather than to fiddle around with a soon-out-of-date LE version.

What would be the general purpose to simply exit Kodi? To get a commandline?
To achieve that I would consider using SSH.

The Milhouse builds are bleeding edge, for developers/testers only and pretty close to Kodis actual master code. So issues have to be expected ;). Just to mention it.
We appreciate if anyone is willing to test and rule things out. So generally using it is fine. Just don't expect a rock-solid installation.
If you need LibreELEC working with the VNC add-on you are using, I would recommend to use the version on which is was working before.
I use SSH and this VNC server to control it
On a side note, is there ever going to be a properly supported VNC addon for the Odroid C2?
In which way was the one you have been using already not properly working?

What about mentioning the android remote app you are using?
I'm using Yatse and Kore for myself and it works like a charm.

was also created by you, I would suggest to look at the HDMI_MODE section of:

As I don't have those dvds, it would be nice if you could upload a sample somewhere.
To be clear. I have about 400 DVDs as ISOs (mostly with menus) and none of them fail to play. Unfortunately I don't have those you mentioned. So it would be nice if you could offer some example.
You could also send me a link to an uploaded file via PM if you don't mind.
It's not that we don't believe you. It's more that we can't reproduce.

I notice there is no samba.conf on installation,
wrong. There is. Just not at the .config folder. The .config folder is for specific configuration (mostly done by the user himself).
The intial share is at /etc/samba/smb.conf IIRC (might also be named samba.conf ... not too sure at the moment).
But for the reason you don´t have write access to that partition of LE, you need to rename the samba.conf.sample to samba.conf at the .config folder and edit that. LE will then check if a samba.conf exists in the .config folder and if yes, it will use that then.

you don´t need to change that file at all if you don´t want other shares being available as the current ones.
Are you in need of additional shares? LibreELEC shares a bunch of folders by default.

I highly guess you have the obvious SMB2/3 problem many ppl have.
Please try to add a source via the "add network location" section and do NOT use "Windows network" after browsing for the source.
The "add network location" has the option to use SMB as well, which should be selected. Then enter the specific credentials, such as IP adress, username and password for the share (yes, it needs a username and password. Anonymous login is not supported anymore). If you are not sure, how the share is named open a terminal window on your Windows machine and enter net share. Then it will list the specific shares and its paths to it.
The problem you can´t find/see your Windows share using the "Windows network" for browsing for sources is, that this is a SMB1 feature, which is not supported for SMB2/3. We (LibreELEC) default to SMB2/3 because SMB1 is pretty vulnerable and should only be used for a 'last resort-solution.

this is not a full debuglog. Could you please provide a full debuglog beginning at boot?
And please don´t attach files here. There are paste-services which should be used instead. For grabbing the logfile simply use:
pastebinit /storage/.kodi/temp/kodi.log
and provide the link you got.

could you please get us a logfile. It doesn´t matter if you have video output or not for grabbing the log. As long as you are able to ssh in, do that and get us a logfile, please.
I´m not too sure, but the i3-540 is from 2010 (AFAICT). Depending on it´s GPU, the minimum without hardware acceleration for Kodi 17 is at least "Clarkdale": Supported hardware - Official Kodi Wiki
That´s also released in 2010. So, maybe you might be out of luck with newer versions of Kodi as it might be, that your hardware isn´t supported anymore.
But to be 100% sure, we will need the logfile.

I had some time yesterday and I tried to reproduce your problem.
What I´ve done to reproduce it.
1.) I downloaded the current milhouse nightly build from yesterday (#0227) and installed that onto my Intel Haswel x86 HTPC.
2.) I ripped a DVD to its structure (using Windows in that case and AnyDVD). I ripped the complete DVD including its menu.
Means, that I have a folder, named as the moviename and inside that folder I have a "VIDEO_TS" folder which contains the different files belonging to the DVD structure including the specific ifo file3.) I copied the folder locally to my LibreELEC device (some Intel Haswell x86 PC)
4.) I added the folder, I copied the file to, as a source at Kodis File Manager
5.) I navigated to the folder (using the File Manager) and navigated directly to first ifo-file and selected it to play.
Everything works like a charm. Even the menu plays perfectly fine. So...unfortunately we can´t reproduce your issue. I talked to milhouse yesterday about your thread here and we tried to find out what the difference between you and me might be.
So, if you mind spending some more time to get nearer to your problem please tell us exactly what you do. Starting by how you rip the DVD (which software, which settings for that software ect....)
Also please try to put your DVD structure in an ISO file and see if that works better. I suggested that above already but you haven´t tried that yet.
Then also please explain the exact steps what you do to play the file.
From my side and for what I can tell, the option to play DVDs even if you chose to play the ifo-file, works perfectly fine

Debug logs contain too much sensitive information.
If you don´t provide it, we can´t help- Easy as that.
And which "senstivie" information does your debuglog contain?
