Calling someone else's work 'garbage' simply because you are unable to work with it shows the lack of your computer software skills oh so well.
"I want a real OS"... Right. Apparently you only understand how to operate your computer with a mouse. Try Raspbian on your RPi if you want to use your mouse.
If you have requirements beyond the Kodi mediaplayer client, then LibreELEC is simply not the software for you. With a bit of homework you would have known that up front. When your subsequent response is only to use foul language towards Team LibreELEC, I can only conclude that the amount of brain cells in your head can simply not comprehend the art software application that after some 15 years for development has tens of millions of users worldwide. We are all not equally equipped.
Go and be happy with your bloated phone-home PC and its Internet Explorer.

Changing skins should have no bearing on a library whatsoever. They are not connected in any way.
Are you using different profiles?
Where are your media files stored?
Are you using a MySQL library or the local libraries only?
And .. why do you split your media files into DVD and Bluray folders?

By default, there is no web browser available in LibreELEC (yet).
Kodi was not designed to be used with a mouse, but with a TV or 'box' remote.
What exactly do you mean by "these boxes? Please note that Kodi or LibreELEC do not sell 'boxes'.
Whatever advertisements of Kodi 'boxes' you see, they are likely to be filled with illegal add-ons, for which there is no support on this forum or the official Kodi forum.

It constantly freezes, crashes, random times.
Try running a clean setup without any heavy skins installed.
If you still have freezes, provide a full debug kodi file.

Yes, you can view video files from attached harddrives. You will need to create video sources first as is shown in Kodi's tutorial.
There are basically 2 options for the Raspberry Pi 4:
- LibreELEC with Kodi
- Raspbian + Kodi installation
The second one does require a more hands-on approach.
Scaling varies per TV, I guess. Be sure that overscan is disabled on your TV. Most TVs will have an option for that or have PC-specific input ports.

What kind of lag... A couple of fps, probably. It's not always visible. Either the cpu or gpu (or both) needs to work harder when 2 monitors are connected.
Clone mode: screen 2 is copied from screen 1

Does the 2nd port work OOB on the rPi 4 with the first one also in use ?
I've installed Raspbian and it works as a dual monitor setup (different monitors). There is a tiny bit of lag when using two monitors, but that also happens on my Nvidia pc.
Using dual monitors with LibreELEC should work as long as the resolution on both monitors is identical, Kodi only supports clone mode. I haven't tested my RPi4 running LE and 2 monitors yet.
