The RPi4 cannot do two 4K outputs simultaneously, I think the Raspberry people forgot to mention when they released the Pi 4.
But also, LibreELEC != Raspbian. Using both video outputs works in Raspbian, I've done that on my Pi 4.
How do you remove/delete your library database ?
You simply remove the ~/.kodi/userdatabase/Database/MyVideos116.db file (via SSH), and restart/reboot Kodi so a new, empty database can be created.
Kodi still has no plans to support 2 monitors with different outputs. The only mode that is supported is "clone mode". And AFAIK, LibreELEC currently does not support 2 video output on the RPi4.

Why are you making changes to the Settings tool manually?
Changing the SMB level via the GUI should work just fine.
Connect a USB keyboard or mouse for the initial setup. After that you should also have CEC support via your TV remote.

My 11-yr old laptop has such a chipset. Kodi still runs via Ubuntu 16.04 on it, but it is on its last legs.
How old is old? Which PC hardware is involved?
FYI, there is never a "the new nightly". In case of troubleshooting, it's always best to mention the full version number.

I'm not sure how far the updates are on our sources, but there is a recent (=yesterday) Ubuntu Server/Desktop image for the RPi4 which claims to have:
- 5 GHz WiFi channel support
- Working Bluetooth and WiFi
I don't have a 5 GHz Router so I cannot test it.

That is pretty weird, perhaps an update went bad. I installed Raspbian on a RPi4B-4GB a few weeks ago (haven't updated anything yet) and all ethernet stuff worked.
Try connecting to the router directly, and double check the IP config on the router's DHCP pool an on the RPi4. Perhaps you're getting a 172.* address?
But smthg useless like .ova must be?
Tone it down a bit. We have never created .iso files, and we're not planning to do so now.
If we want to create .ova images for testing purposes, that is our choice. Not yours.

I am using an android T8-S but I can't find an up to date version of LE for kodi 18 for the box.
You say you run LibreELEC, but as per Google info I can only find that it's running Android 4.4.2, which way tool old for today' Kodi.
I don't know, but this entering ip address to my NAS just seems trash, at best. I'm not upgrading this player until I absolutely HAVE TO.
Why does it have to get so complicated
If you have a decent file server, why not use NFS instead? I've been using XMBC/Kodi + NFS for over 9 years now without a glitch. Currently SMB is a bit of a can of worms since Microsoft changed the file sharing details in Windows.
Should you have connect errors again with NFS, then start checking your cables, UTP plugs and router ports.

When you are using host names, make sure your hosts files are up-to-date.
Fixate the server IP address in your router.
