CoreELEC is a 'fork' of LibreELEC, so it's basically the same application but more tweaked for AMLogic devices.
Here's a log from a good run, CPU load on the idle system is around 30%

Are there any differences in the other log file in terms of installed add-ons? Or is this just one of those runs that go bad?
A clean installation should not have that happen. Something you installed must be hard at work int the background.
Provide your kodi.log file so we can have a starting peek.
Everything reacts so slow, changing a menu or after stop playing a movie it's so slow to go back to the main page.

When you install a fresh LibreELEC image (yes, again). How are you controlling LibreELEC:
- via the TV's own remote using CE
- via the Android Kore app (or some other mobile app)
- via an infra-red solution
- something else?
I'm certainly not an expert in such matters, but I could imagine that you'd have to create 3 Kodi smart playlists (morning, afternoon, late) with perhaps each set of videos in their respective folders, and activate the next/upcoming playlist via a timer. The timer perhaps could be done via a so-called 'cron job', which is a Linux OS background timer thingy.
One other option is hardware failure inside the Rpi2 itself. It may not happen often, but like normal PCs, it's not impossible. Other than that, I'm out of ideas.
Try a different SDcard, something might get corrupted on the current one.
Any power adapter can have flaws. If the indicator comes up, there must be something going on.
That's the big idea.
What is the date of your RPi4's firmware?
I'm currently using one of the oldest SSDs there is (I think) running LibreELEC, an OCZ Vertex 60 GB Series 1...

Actually, I don't know if there is a Cinema HD app for Kodi, we (all Kodi-related distros as Kodi itself) simply don't care about video piracy add-ons.
So why don't you ask the CinemaHD people themselves if they have a Kodi version for their crap add-on, and leave us alone?
This addon allows you to specify custom internet radio streams and add artwork to them
I think we already know what the add-on does. Is there anything actually useful that you want to add?
