It's even official software made by libreelec.
I know there is that. It is called the "LibreELEC USB-SD Creator tool". It is not LibreELEC itself.
This tool you can use (or any other disk image writing software) to transfer the LibreELEC disk image onto a USB stick or SD card. Once you have booted that USB stick or SD card, you can install LibreELEC onto the storage device of your choice: another USB stick or SD Card, or the internally connected HDD or SSD of your PC.
However I think you're trying to be clever.
