You can try changing the CEC options in the "Input Devices" section.
But each TV manufacturer has its own idea on CEC implementation, so mileages may vary. -
Who needs LibreELEC support when you have certified tech support?
It seems that the dual/other screen support is having its impact here and there. I had some issues with it when running the Chromium addon on a generic pc.

I guess it needs mentioning as well that, that the S912 seems to have limited extra powers over the S905 (support for VP9 & HDR, Android 6.0). Plus the fact AFAIK that no one of the main developers of the LibreELEC team already has such a S912 device, so creating or testing official LibreELEC builds is not going to happen anytime soon.

4K h.264 videos should be no problem on the Core i5 3470T with its Intel HD2500, but it has no internal HEVC hw accelerated decoding, so only 720p and very simple 1080p HEVC/h.265 videos will be software decoded. 4K is not really a full option for the 3470T as its video output is 1080p only.
The Wetek Core is advertised with "8-bit H265", while the Wetek Hub also has 10bit support. Both boxes are being used for active LibreELEC development, which is still ongoing. Bluray 4K 23.796 fps seems to be working on the WHub, at the moment it's the 4K 50/60fps videos that are pushing the Wetek Hub perhaps a bit too far. It's all still very much a work-in-progress.
if you prefer an Intel box instead, and you can also opt for an Asrock J3355B-ITX / J4205-ITX motherboard.
How long will it be supported by Libreelec?No idea
Just as long as the products are being sold or popular enough would be one possibility, just like the Raspberry Pi.

The longish wait at the boot could because of databases being updated.
In all problem situations, provide a kodi.log file, via pastebin preferably.
HOW TO:Provide Logfile - LibreELECDatabases can become corrupt over time, especially on cheap SD card setups. It will manifest when updates are attempted. It's IMO the big downside of all sd card machines, such as the Raspberry Pi.

You're comparing hardware that is quite wide apart IMO.
GTX760 cannot output 4K or HEVC for starters, but video processing might be similar. A big PC will draw much more electricity, approx 80-90 Watts.
The Braswell NUC is 4K and HEVC capable, and is more suited for HTPC videos at 10-15 Watts. Video processing is okay, but of course, also your TV must have a sufficiently capable display. -
Oh... Seems I don't get an update on a replied topic.
My recommendation? That depends on your ability to wait for the newest technology, personal preference as well as 'deep pockets'. If you want something -right now-, then get a Intel NUC with a Braswell/Skylake system, the simplest being the Intel NUC NUC5CPYH (Braswell N3050 chip). It does do 4k HEVC upto 30fps, but only 8bit. Not the 10bit videos.

Those are the Pentium boxes, I'm sure there will be Celeron boxes too, cheaper but also usable for HTPC usage.if you don't mind a 'normal' PC board, have a look at the Apollo Lake ASRock J3350-ITX and/or J4205-ITX (both hevc 10bit & VP9 capable). Those have entered the price lists so should be available for sale by now.

I guess the question is: did you (accidentally) enabled SSH in the Welcome wizard, or was the SSH option already enabled? Because it seems as if it was enabled, and thus the SSH option in the Settings addon becomes invisible.

Apart from DVDs, Kodi has no autoplay support for music or videos from inserted USB sticks, external HDDs and the like.
