if things are continuing, I'd suggest you install a fresh copy of LibreELEC, and not install any addons, and see of reboots/freezes are still happening.

I never have network issues with Generic Intel setups. Perhaps your network port is doing only 100Mb/s? Doublecheck via SSH. Try a different CAT 5e/6 network cable. And remove all cache settings to start over as a default install.
If you want to watch anything from your Z97E machine, a graphics card (internal or discrete) is the #1 component on your hardware list. Decoding H264 in 4K was already done 1.5 years ago by a Celeron 1037U board ( see Celeron 1037UN-EU OpenELEC 4K 108Mb/s - Imgur ).
Enabling debugging mode should give more extensive details in the kodi.log file.
The RPi may be limited in available resolutions.

A proof of concept has already been done by fritsch, but as already said, 10bit hevc fuctionality is planned for Kodi 18 Leia. You may want it keep an eye on Milhouse's v18 builds.
Perhaps you still installed the wrong LibreELEC build (for RPi 1 or 0 maybe), but then you'd likely get a rainbow screen.
Use the LibreELEC USB/SD Creator and select the correct image, and write it to your SD card.

Hence, 1080p60 was favoured over 2160p30.
There is still a memory leak problem in S905-like devices, and maybe it also affects photo viewing. Problem is, the memleak problem is a pretty stubborn one to fix.
Simply writing thumbnails into a different directory is not really an option, since Kodi design makes them be created on the local device.

Notifications of new versions of LibreELEC are displayed. If you are using a stable build, a notification will follow when LibreELEC 8.x is available. Updates for alphas, betas and rc's are shown as well when using such builds.
Notifications of new versions of addons are displayed when addon updates are set to be done manually. Displaying version numbers as well is unnecessary for the majority of users. Version info can always be looked up if necessary.
Notifications of successful of addons updates are always displayed.
Info such as clock, weather can be enabled in certain skins. Is it useful to permanently see weather info during a video..? Personally, I doubt it. And, which statistics?
Enabling push messages is up to the addons IMO, not the core Kodi system.
Notifications for lack of storage and battery level are things to consider.
