No, it's not a common error. We have no idea which addon(s) you installed and what happened next.
You can upload a full kodi.log file and perhaps we can see where things went wrong.

Perhaps the default audio offset has been changed.
Open the OSD during a video (press enter), go to audio settings, and change audio offset. After setting, use the 'Set default for all videos'.

Yes, simply copy/paste the correct .tar file in the Update folder and reboot.
FYI, updating LE using .tar files works a little bit faster compared to .img.gz .
As always, making backups is always a good thing.
I belive from reading a thread somewhere that I need to alter a file to delay access to the program.

You can either contact the people responsible for this addon, or start by handing over a debug enabled, full kodi.log file to us, so we may see what is happening.
FYI, the System on LibreELEC is set up as 'read-only' by design. Any addon settings will be placedin the .kodi/userdata/addon_data/name-of-addon folders.

Kodi changes, display driver changes... Perhaps old settings are interpreted differently.
Try renaming your guisettings.xml file and reboot for a fresh one to test.
It's possible, but results with AMD based graphics are mixed.
First make a full backup, then upgrade to LibreELEC in the usual way (.tar file in the Update folder).

Problems can be hardware-specific. You gave us no hardware details, at all.
Looking into our crystal ball and reading tea leafs didn't give us anything usefull either.
In all cases of bug reports or problems: please include a full kodi.log file.
I think your TV is the awkward one here, since other people with a Wetek Hub (including myself) do not have this issue. Just asking: are your powering on your WHub first and then your TV? Or also vice versa?
Please enable debugging in the Kodi GUI, reboot, and share the full kodi.log with us, and perhaps we can see where the problem lies.
