Perhaps you can doublecheck the CEC settings in the Input Peripherals section in Kodi of the RPi, although usually the channel switch is on by default.

Linux does have tools that can influence when heads are parked, but only during a spindown. I don't think it can determine HOW the heads are moved/parked. For example, see here hdparm - ArchWiki
Again, the drives are inside a Seagate NAS. That NAS has its own OS that commands the internal drive(s), including a spindown. It's not LibreELEC doing that. LibreELEC is usually keeping a NAS awake because it checks on changes within movie or tv source folders.
The only other option would be that the current HDDs are incompatible with your NAS, but Seagate should be able to tell you that.

Yes... and no, it's a simple observation. The chances of someone here having the exact same Seagate NAS device setup are rather slim. The parking of HDD heads is a hardware thing, and should only involve the HDD's own firmware. If "outside software" could make the parking of the heads of a HDD go bad in anyway, that would actually be a security/data risk and not only a major foolproof problem.
Have you googled for 'squeaky noises on parking hdd disks" already? Also, even fresh new HDDs can have problems. I got my disks at the store, so they wouldn't be "manhandled" by the transportation services of the likes of DHL and UPS.

Also, the thing is that whatever you edit in the /flash folder(s), will be wiped after a LibreELEC update or downgrade.
So perhaps doublecheck if you can use the /storage folder instead for whatever you are planning.
Video calibration settings should be stored in the guisettings.xml file, which is located in the /storage/.kodi/userdata/ folder.

The RPi4 is using a different type of video processing, I'm not sure if VNC or RDP can be made compatible.
Right now, making screenshots is also still not possible AFAIK.

If I ssh into device I notice the conventional 'boot' partition is called 'flash'. I do not appear to be able to edit the config.txt file, it reports it is a Read Only file system.
This is as per design of LibreELEC, so certain people such as toddlers who are aspiring hackers, will not be able to mess up LE's system files that easily.
LibreELEC is built on a very plain-vanilla Linux kernel, and yes, it has only one user: root. Hence there is also no need for "sudo", also because LibreELEC is not based on any Linux distro. You can also change the default SSH password, should you find this necessary.

The 9.2.x releases are considered stable.
The beta releases are ... beta products, and can contain bugs and other major mishaps.

I've never been at your home, so that answer is a simple no.
If this squeaky noise happens while the HC4 is connected or not, I'd start making backups of whatever you find important.

Such new versions can have software bloopers as well, although squeaky noises tend to point to hardware problems IMO.

The RPi 4B requires at least a 3 Amp adapter, and 3.5+ Amps when USB devices are connected.

The WD Elements 4TB external drive will have its own power adapter, simply use it.
Lots of (RPi) power adapters are simply not capable of their advertised potential.

Leave out the Argon case for now, and connect the RPi4 directly with only an SDcard.
If that works, step 2 is the Argon case with the m.2 drive. And so on...
