Peaks of 500 MB/s is a bit... enthousiastic in my view.
On paper, gigabit does 1,000 Mb/s, meaning 125 MB/s . In reality counting in the network protocol overhead, a 115-120 MB/s constant throughput would be the absolute maximum. NFS is the one with a leaner overhead, thus should be smoother than SMB. However, your mileage may vary.
Perhaps you have set a higher MTU size, which might show a different speed graphic, but afaik gigabit cannot be "turbo-boosted" to 500 MB/s.
'Updated' means you kept your old settings. Perhaps those are affecting the whole process in a negative way.
Get us a debug-enabled kodi.log file for an internal view.
Or else, start totally fresh and do a hard reset.

Version 8.2.2 is ready but will be set for auto-update release after the Christmas holidays.

Shared folders that are initially okay to navigate to, but later are not, are indeed a mystery.
FYI, LibreELEC now defaults to Samba SMB network version 2 instead of the old version 1. This has been done due to the outbreak of the WannaCry virus disaster. It means you have two basic options:
1) Make your Windows 'server' compatible with SMB v2. You will need a Windows user account with a password to create a share. Then use "Add a network location..." in LibreELEC when adding a video source. Fill in all user credentials and path details.
2) Select SMB v1 compatibility in the LibreELEC Settings Add-on, and keep using a not-so-safe network setup.
Open a connection via SSH.
Go to /storage/.kodi/temp
Check for any leftover junk files, and delete them if present.
Go to /storage/.update
Type: wget http://releases.libreelec.tv/LibreELEC-WeTek_Play_2.aarch64-8.2.2.img.gz
Type: reboot
And the update should be started.
One other thing: Kodi is not a server application. It can share via UPnP/DLNA the video and music files that are scraped into Kodi's databases. LibreELEC also has a simple Samba server option. But Kodi is not an outright server application. It's meant and designed primairily as a client application, playing local files and via a network.

Then you apparently stored the 3GB in a different location. Files take up storage, big files even more so.

Those are the folders located locally on the Kodi client.
A source reference (for video or music) can be a local, a LAN or a WAN location.
But 'streaming' is not the word I would use here. It's more about "playing" files directly from a internal HDD or USB stick, or files via a local/home network. Streaming is more what video services like Netflix offer.
The Generic build of LibreELEC holds both the legacy and current Nvidia video drivers.

Yes and no... We are of course following the lead from "big brother" Kodi, which will release the new Kodi Leia builds some time next year. At the moment Leia is still in pre-Alpha stage.
I've had problems with Clonezilla that kept getting errors while trying to clone the storage partition(s) on my PC. That said, I do have a somewhat subnormal multi-boot setup: Ubuntu 16.04 / Windows 10 / LibreELEC 8.x / LibreELEC 9.x ..

Not possible.
I am running an old AMD E-350
My personal view: Stick to older LibreELEC/OpenELEC builds for such old AMD hardware. There is currently no dedicated support for AMD graphics. Or just simply upgrade to a simple Raspberry Pi 3 setup for hw accelerated video for h264 and (partial) h265 1080p videos.
