If you have a problem with a specific Milhouse build, it's best to report this on the Kodi forum in his Generic or Raspberry Pi thread (whatever hardware you have).
Do not forget to provide a kodi.log file via a pastebin website, as there is unfortunately no crystal ball available.
ES File Explorer has become bloated and annoying. Try using x-plore file manager if you want no advertisements.

This is simply an outdated version. Version 8.2.5 is the last stable build for Krypton releases.

Of course. But, LibreELEC can sometimes boot too quickly for its own good. The "Wait for Network" option is not for the NAS, it's for the LibreELEC device. Other than that, I don't think we can add any more information on that subject.
If the network connection is not the problem, it will be the database connection itself. Double-check your kodi.log file for database connect issues.

A DELL Optiplex 740 apparently has 'prehistoric' onboard ATI X1300 / HD2400 / HD3450 video graphics. I'm not surprised you are getting the Failed to start Xorg Server error. LibreELEC can support only so much hardware. Perhaps if you have a discrete Nvidia card laying around, things would be different.

If you have a LibreELEC problem, create your own topic/thread.
If you want new Intel hardware for HEVC playback, get the latest. Intel 4105 or 5005 chipset-based Lake hardware, or spend some more on Silver/Gold Pentiums, or Core i3/5/7 8x00 hardware. It's your wallet.
Just note that Kodi developers are dependent on Intel drivers and/or BIOS'es to get the most out of the hardware when running on Linux. Development takes time, such as HDR support which is still a work in progress.
It's probably easier to change the DNS settings in your router, so all network devices benefit from it.
EXT4 is the standard disk format for Linux, so Ubuntu formatting your HDD should present no problems. However, the file rights probably need to be adjusted as LibreELEC only has one user (root), and Ubuntu's DISK application will use the logged-in user.
Try via a terminal to re-assign the user to the external HDD folders/files:
sudo chown -R root:root /dev/sdX/
where X is the device letter of your external hdd.
Double-check what the file rights are. They should be okay by default for local use for LibreELEC.
It's a bit of a weird problem. Personally I would also program my router to fixate IP addresses per MAC address, so you won't have to fiddle with each connected network device.
As v8.2.5 is very likely to be the final release of the Krypton builds, I suggest you test thelatest Milhouse Leia Alpha build, and see if things are any different in the static IP department.
Try this thing in the advancedsettings.xml file. The regex should work for files and folders.

Auto-updating is not a Clean Library action. And having to Clean your Library daily seems like overkill to me. I don't have another explanation for videos going 'missing' though.

So the Clean Library is started automatically? Because the only reason why videos would 'disappear' is during a Clean Library while having a problem connecting to your NAS or other sources, as far as I can see.
Do you have 'Wait for network' enabled in the LibreELEC Settings addon?
Either your filter settings are making movies disappear, or something else is going on.
Provide a kodi.log file via pastebin for some further insight.
