I am using MyGica T230c DVB dongle using TvHeadEnd on LibreELEC 9.0.1,
I am receiving DVB-t broadcasts but I am unable to receive DVB-t2.

i think all usb 2.0 ports in modern hw connected to usb 3.x host controller (xhci host drivers), but provide power restricted to usb 2.0 standard.
i have some old PC with Intel B75/Z77 chipsets - this contain separate usb 2.0 host controller (ehci) for usb 2.0 ports, and separate usb 3.0 host (xhci) for usb 3.0. All PC DVB USB devices work well in usb 3.0 ports, at least with LTS kernels (Ubuntu 14.04.x with 3.13, 4.4 kernels; Ubuntu 18.04 with 4.15)
So please provide info about usb host controller.

So basically I can scan UHF channels but not the VHF (out of range)

crazycat I think this could be fixed by registering an rc-core device only for one of the 153b:1181 / 153b:1182 USB devices. Looks like the IR receiver is connected to both of the devices on the dual tuner card so enabling IR on both of them results in doubled IR events. Can you have a look at that?
