I would also suggest the Drives are Not unmounted correctly in Windows via a full shutdown.
Or If you try to Copy Files via smb your Samba settings are Not correct.
Libreelec never have me Problems mounting NTFS volumes If they were unmounted propperly on Windows.

Had this issue 10 years ago at a Friends House because He attached 3 TV's on the Same Line without an amp Just with T-connectors and He removed the terminator. As soon as the 2nd TV was running the HTPC Had continue Errors.

But digital devices has pretty good Tuners I am about to say those are top of the Line.
Just thinking Out loud...
could be that Other Users/hardware in the Same Line could produce Errors to the cable (daisychained cable). Are there Terminator s at the end of the Line...
If you say your TV also Had Errors.

Didn't know that I activated comskip and tagged with metadata, I've never noticed that.
Is that perhaps standard settings, i.e. given by TVH?
AFAIK both is disabled by Default.

Your technician says, DVB-C signal is OK, and top says, kodi.bin process isn't at max. So my theory is that your DVB-C receiver gets a processing overload when dealing with EPG, which leads to continuity errors.

Are you running comskip or Something that way?
If Not uncheck this Option.
Also I am unsure If mkvs can be tagged with metadata. I would also uncheck this Option for Testing.

1. I am running TVH version 4.2.8-36 ~ LibreELEC Tvh-addon v9.2.0.122 (HTSPv27)

in the Addons service I only activated PVR Recording & Power Manager and Tvheadend Server 4.2.
For add-ons-program-add-ons, I activated System Tools so that I put my Usb3 hard drive to sleep.
For Addons-Pvr-Clients , I activated Tvheadend HTSP Client in version 4.4.21.1.
And with Addons- VideoAddons: Netzkino, Tele5 Mediathek and Youtube activated.
3. if that: configuration → recording → digital video recorder profile is not activated for me.
where do you turn off VPS?

If you have Other Services running and If they Take the entire CPU Power to a certain time or they Block the Hard Drive with high load you can have Errors because there is No throuput or CPU time left for tvheadend.

4. I would try to record as Transport Stream (.TS) Just for Testing. Btw I never used Something else for recordings.

1) You misunderstand me. I don't dislike nVidia Sheild.
No. I understand. You Like the shield but you would prefer using it without Android.
What I wanted to say is without Google the Play Store and DRM 4k content from those streaming plattforms won't Work.
Would be great If each Service would provide a DRM API for Linux so you could use them with KODi on every Linux capable device.

1. Have you tried TVH 4.2?
The stabile Version Instead of 4.3.
2. Are there also running Other Services within Libreelec or is TVH the Only one?
Maybe another Service Takes all the CPU time or your recording HD ist bussy.
3. Do Not use EPG running state or vps both can lead to Errors.
4. Are you using Pass through for your recordings and save a Transport Stream or are you using Something else as recording Profile?
5. Do the Tuner cards have connectors for external power? If so, did you connect them?
6. Do you Only have troubles with ARD HD?

The Other Thing is you can watch Netflix, Prime Video, Disney+ and Other Services in 4k due to Android and Not rooted.
If you don't need this okay but die some Users this is one of the Things to buy a shield TV pro (Not the Tube).

HPET was/is also the Problem for a System Not waking Up using RTC Alarm (eg for a Timer recording).
I forgot to mention to Type in the path to setwakeup.sh in PVR>Powermanagement as wake up command. For a RTC Alarm from the pvr to Work for a Timer recording. Sometimes was needed to.
Just checked it again on an ASRock n3700 If HPET is on the system does Not wake up for a PVR Timer.

IMHO cheap with best results is Not possible. Since Kernel 4.19 I don't have tried USB Tuners with the RPI. Suntech, dvbsky 960 all Had issues but were running fine in x86 Hardware.
I prefer using PCIe DVB-S Tuner or a sat-ip solution Like the Kathrein exip 418, digibit r1 or digibit twin, xoro sat-ip Server 8100 in combination with Tvheadend.

Maybe worth a try to Put LE generic on a USB Stick and try it in your Windows PC.
Just to se If there is a difference betwen the Linux and the Windows Driver in the Same Hardware.

On windows your using x86 drivers and a PC or Laptop compared to LInux and Rpi4.
Have you tried x86 with Linux/LE?
Have you tried a powered USB Hub in the Pi to Power the Tuner?
Worth a Test to Tracks the Problem down.
