I have the same issue, I've tried latest version 10.95 and last stable version 10.0.4 of Libreelec, can always connect to Libreelec repository but not the kodi repository. The time displays correctly, and I've also checked the time in the router dashboard.

I have tried to find other threads explaining why I can't connect to kodi repository, but beyond checking the time is accurate I don't see why I shouldn't be able to connect normally. No problem connecting to libreelec repo at all
