OK, the whitelist problem is resolved. By removing all cables from the connection (it involves an A/V receiver as well) except the HDMI cable from the rpi4 to the TV, the whitelist now includes the "4K" modes. So I just have to find which of the other cable pieces is the problem.

However, even with 3840x2160@30 selected, the video, which says it is 3840x2160 HEVC, is still pausing. Kodi every few seconds displays the the "loading circle", it reaches 100% quickly, but playback is still not viable.

Thanks, I know about that. The problem is that Kodi Settings > System > Display > Whitelist does not show anything beyond 1920x1080.

Hi, I have an RPI4 running LE 11.0.1. I have a Samsung KS8000 TV that can support various 4K modes. E.g.
LibreELEC:~ # tvservice -d edid.dat; edidparser edid.dat
shows things like

How do I enter mode lines in config.txt to enable smooth 4K video playback? Right now it pauses every few seconds, and then resumes.
(I do have desktop resolution set to 1080p @ 60fps, and the Refresh setting to "On Start/Stop")

Hello,
I am using an RPi2 and running LibreElec 9.1. Somewhere in the upgradde from LE8 to LE9, the ability to use display settings higher than 1920x1080 was lost.
I can't figure out how this happened, and how to fix it. After searching this forum, I saw about adding hdmi_enable_4k=1 to /flash/config.txt, but that didn't improve anything after rebooting.
Is this an Rpi2 vs. Rpi3/4 issue? Any help would be appreciated.
