Yeah, you're asking way too much from your pi. Before I moved to a NAS setup I had 3 4TB usb drives on each of my HTPCs, a NUC and a pi3B. I used docking stations that had their own power supplies and never had an issue.

This makes no sense and 30Hz mode should never be used.
What refresh rates are listed as available for 3840x2160p?
I suspect he meant 30fps rather than Hz.
My bad, my system won't let me select 30Hz refresh rate, but it is listed.

Under Settings/Player/Discs is a setting to play DVDs automatically. That works for me when I attach a DVD player to my NUC.

I have found that Klojum is correct, this is a TV issue. You may have to spend considerable time getting up close and personal with your TV settings, but once you find it and make the correct setting the problem disappears. On my Philips it was under picture format. I had it set to auto which seemed logical to me, but when I changed it to unscaled the issue cleared up.
