the driver is not yet finished for m88ds3103b so problems are likely
also pls try the dvb-latest driver, they have a different version of that driver included, maybe this works better

but could you unplug your dvb device, then reboot the RPi, wait a bit after reboot (~1min) then plug the usb device in
afterwards pls send a dmesg again (kodi.log is not needed)

from log I would guess you didn't used the driver-changer addon ?
instead you manually activated the driver addons ?
pls use the driver-chooser addon to select the drivers

but could you kick the build system to build a newer tvh for 9.0?
not that easily because my build server has just limited resources and I can't build 9.0 + 9.2 at the same time due storage problems

where can I find 9.100.2 for the Wetek Play1?
Due the age of that product and due the fact that there are no proper drivers/kernel around LE9.0 is the last version for WP1. Without new drivers etc (that are not there anywhere) it won't run with upcoming Kodi19 anyway.

the folder 9.2 contains builds for LE 9.2 (currently 9.1.002)
- we have there no AML anymore (till LE10 with proper new drivers/kernel) so there are no builds for LE9.2 based at aml
the folder 9.0 contains builds for LE 9.0 (currently 9.0.x)

I couldn't run it on CoreElec 9.1
We have nothing that match the old versions used at CoreELEC at our 9.2 branch, you could try the RPi2/4 build and hope the best but likely it won't work.

The problem does not appear to depend on the tvheadend client, as I am getting the same problem when accessing the tvheadend server from a client running on a different machine.
can you somehow test the "normal" Tvheadend package for Debina/Ubuntu ? Maybe it is already broken at Tvh. Could also be a problem with our build but thats nothing I can really test at all.
Any news on an updated version
problems are fixed and updated builds are running from scratch, so it takes a while

nope, sadly not
its the default protection everyone uses this days (at max settings ...)
if you have good enough google page rank + have some keywords someone is interested in you can easily get mass bs like seen here, also this are not completely automatic posts etc, looks like some semi automated "attack", likely some chineese spam farms
they are also not posting links etc because they are already blocked, now its just random bs

yea just these random spammers that attack that forum multible times now, we remove the loopholes every time they "attack" but it is likely not the last time some crap is posted
