so ifg you never accessed your LE Box via Samba share you won't have this folder

it should be supported, but maybe something has changed and the card needs special treatment

A Intel CPU alone should support this already without any hassle. In general there is no need to buy any additional GPU.

not sure, but just saying any other codec is not working at RPi due the very low cpu power

Are this installations made with OpenELEC back in the days ?
If they were made with OpenELEC it is likely that your partition is too small.
From the initial LE 7.0 onwards these partition is 512mb at LE instead of 256mb at OE.
You can try libgpiod from kernel.org.
i port libgpiod soonish to LE, this works perfectly for all boards using gpio
just use curl (much more features compared to wget)

You can't build chrome, but you could build chromium - but thats getting pretty difficult.
There is no official vaapi support at chromium so you need to patch your self. Maybe you can search for ready to use binaries that have vaapi already build in and just copy over to LE ?
