An additional glibc patch is needed to add a suffix (*-arm64tls) to the version number.
for which function is that needed ? does the addon checks for it - if we don't have it what might happen ?
I am not 100% sure but the WinTV-quadHD should have perfect linux support out of the box at every Linux distribution.
The TBS one you need to manually install the drivers at every kernel update.
So choose if you like a out of the box working device or you want to maintain it yourself forever

we have already releases some beta versions of LE10 that include Kodi19.x
It gives me a running LibreELEC, but with Kodi 18.9, not what I hoped for, Kodi 19
everything that has LE10 in its name is Kodi19, so if you downloaded the RPi4 image from test.libreelec.tv and updated/installed it to an RPi4 it has Kodi 19 (settings -> Systeminfo)
pls try the tvheadend addon from our repo instead of the docker version (disable/remove for testing), maybe this changes anything (no idea)
then pls share a dmesg | paste output (LE10), the log itself doesn't show the needed info

you can try the tvheadend docker from the LS.IO docker repo (we ship at our repo)

it is true in that case that you loose features that are not already ported to the new codebase, so you might loose functionality in some parts thats basically why you should not upgrade unless you are know what you are doing
- install tvheadend server addon
- configure tvheadend and search for channels etc (http://ip-of-your-box:9981)
- install pvr.hts addon, this connects tvheadend to kodi
- should work
not sure if you done this already
you can create a copy (or do a backup) and just update, settings etc are still kept after update
