not possible to tell what is wrong here without an log
kodi.log and tvheadend.log would be nice to have (btw use the build in log uploader at the LE-Settings addon)

Just saying, SMB1 is dead and is never come back, so if you like to use Kodi beyond 17.3 you have to fix it
There are several threads with solutions.

It is an astrometa stick - they are cheap but partly (there are a lot different devices that looks similar) horrible. Basically save your money and don't buy it.

Could you try the 4.3-628 build? That excludes the massive change (currently unstable) at the decrypt routines.

the logs say that there is no tuner available that can tune to History HD - this can have many reasons
could be a Tvh bug - there are several reports in that direction and there are "try fixes" at the latest 4.3 that may fix it
you can try an recent Tvh build (if you use LE for Tvh Server) Tvheadend nightly builds for LibreELEC
(backups are your friend)

btw there are NO new builds for LE 8.0, new builds are just for current stable 8.2

could you install the dvb-tools addon, reboot
stop/deactivate tvheadend, connect via ssh and start an search with w_scan then it should show somehting
