Your problems start with using media_build + crazycat, if you deactivate all dvb driver addons you have also no media_build.
At LE9 there is an Default option at the driver chooser that deactivates all drivers ... not yet at this image.

could you try an 7.90.009 if it work there ? would be much easier to get the problem if you could track it down when it starts

In have a DD Cine S2 v5.4
that is a known problem, I guess they basically stopped supporting it
I am not really sue if that card is already a "ddbridge" card - could be that it is the old one they don't support with that driver at all.

Most likely you need to install extra drivers because they are not at the kernel yet.
For LE we have an image that supports that drivers, for Ubuntu you have to install that GitHub - b-rad-NDi/Ubuntu-media-tree-kernel-builder

Do we know if my older OpenElec has the smaller sized partition?
login via SSH and have a look at parted -l
this should display your partition size, df -h | grep /flash may work too
normally it just updates the files, nothing more - an update from an that old version to a new one is rather risky - could work, or not
I would export my lib (if it is necessary) and do a clean install.
If the files at your disk are too big to easily move them and your boot partition is too small you can also start with an gparted live boot usb stick, increase the boot partition (this will take some time).
If you want to start from scratch but want to keep the videos at your drive then you basically just need to delete /storage/.config , /storage/.cache and /storage/.xbmc folder and replace the SYSTEM and KERNEL file at /flash with the LE ones.

did you tried to refresh you addon repo ?
kodi->addons->package symbol -> left sidepanel -> refresh (from memory)

I only have Digital Devices Cine S2 v5.4 (DVB-S2 card), but exactly the same issues.
pls try if this image works better for you because that card should not have that problem here described

I can assure it works without issues on my system with a DVB-S2 card.
The huge problem is that it can created really weird issues (2/100 channels not working and such not easily debug able stuff), this was already seen frequently before. There is NO clean upgrade path - also you don't get all DB features due an upgrade (that alone is a nogo at RPi(x).

It looks like (for whatever reason) your USB isn't powering the usb device correctly. You can check if you have some usb mode settings at your bios or use a powered usb hub (no guarantee that this works of course).

did you tried the RPi2/3 builds ? MAYBE this works (its also 32bit armv7)

Thats complicated, because he uses zstandard at an squash image. Easiest solution, install it and access it with winscp and copy the files you need.

likely a driver problem, try LibreELEC 8.x images for additional dvb drivers if that LE Version works.
