Hmpf, so likely an kernel bug. Sadly without bisecting this get never fixed. But difficult to do it remotely.
The server is Ubuntu Zesty with HTS Tvheadend 4.2.4-22
did you tried to update it to 4.2.6-7 (current latest) ?
if all platforms have the same problem it is likely an Tvh problem (or an Kodi problem in general)
did you tried to use an different DVB driver addon at the driver chooser ? the latest (2-3 days old) Milhousebuilds using updated drivers maybe this is fixed (maybe not)
At Ubuntu it could be anything - could be driver related of course.
Well, it seems I cannot get the combination to have both working
it should be no problem, that the sundtek is not working is an CE specific problem
its already at my list for update, I`ll push an change this week.
What image do you use? LE has no official Kvim image. at the moment.
So pls try to get some kodi.log , maybe the problem gets visible

we have the Portainer addon at the LS.io repo that makes the configuration of docker rather easy
