Thanks for the verification. Do you have a spare microSD? If yes, install LE 10.0.4 from scratch on it, and try again.
If no success with those factory defaults:
To be precise, you have two options:
a) SSH login from another PC
b) Use an LE terminal add-on
I tested a 64-bit build of LibreELEC and it does improve VC-1 playback.
Hopefully LibreELEC (Orion) 12 will be 64-bit by default.

Please login by SSH, and open /storage/.kodi/userdata/guisettings.xml with the nano editor.

Install raspberry pi tools from repo. Pi3B+ shutdowns, if Kodi power off is used in libreelec 10.
This seems to be right. I'm using Raspberry Pi Tools for a long time, because I need it for the power button GPIO's. I usually shutdown by Kodi menu, and it still works since LE 10.
There is a subtitle bug in LE 10. Please update to LE 11 Nightly. Put that image into .update folder, and reboot to install.
Then I would activate log level 1 at advancedsettings.xml, and look at kodi.old.log after reboot due to Kodi hanging.
You can upload that file to PasteBin, and post the URL. If the log is long, you eventually have to split it, and share multiple URLs.
If you prefer to write a Python script, please share your code.
You could auto-start a Python script with a "try" loop to check a key event. I'm no Python expert, so I can't tell you more.
When Kodi hangs next time, login by SSH, and give us a log file...
Dev says, it's a bug in Kodi "Matrix", which is used by LE 10. LE 11 (still nightly / test) uses Kodi "Nexus". So stay with "Nexus".

LIRC works, it's just not part of the GUI anymore. Setup like our Wiki says.
Those work in the same way as VNC would (if it worked) to let you see all the Kodi settings screens and make changes? Or are they just remote control apps (which would not really be helpful)? But anyway, I have been using VNC from a MacOS desktop computer, didn't really want to have to use a phone or tablet, I would think it would be pretty hard to read the settings on a phone screen anyway unless you have eagle eyes.
Those apps have specific GUI's to edit Kodi settings, and they access Kodi's web interface. They are much more than just RC. I'm no Mac user, but I bet there is a way to run such apps on a Mac's big screen, too. It should be no problem to connect to Kodi's web interface from there.
But as I said getting VNC to work is not my primary concern, I mainly am wanting to find out about the LIRC part.

I am NOT wanting to be able to watch video remotely, just to be able to easily view/change Kodi options from another computer. I assume you can ssh into LibreELEC to manually change configuration files using nano, but that really doesn't show you the options in Kodi's interface. But anyway that is not my primary concern, my real concern is whether LIRC can be made to work, or if there is some alternative way to do the things I have mentioned using my remote.
The easiest way to solve both problems is using a phone / tablet with a Kodi remote app, like Kore or Yatse.
