That's an intended behavior. 4K video usually only delivers a 30Hz refresh rate. That's why LE settings don't go higher. Your TV doubles the 30Hz refresh rate by showing each frame twice, and a 60Hz info appears. So the answer is: LE's 30Hz setting is the right one.

I think the cmdline.txt option has a good chance to make it work. Try it!

- make an LE 11 installation from scratch
- activate log level 1 by creating an advancedsettings.xml file
- start LE with your TV connected
- login by SSH
- use pastekodi to upload a log file, and post the resulting link

You can't use config.txt for HDMI options since LE 10.
Add vc4.force_hotplug=1 to cmdline.txt instead:
Codemount -o remount,rw /flash nano /flash/cmdline.txt reboot -
That's good news, because we have new info to solve the problem.
Your problem has moved from video to audio. I suggest to check your HDMI cables. They should be conform to HDMI 2.0 or 2.1.
Eventually your current HDMI cables can't deal with the amount of data (too slow), so audio or video data might get lost.

Then you're probably right, and you have to wait for a CEC update.
It's also possible to use an IR receiver at your LE box, but you have to deal with IR codes then.

This issue is not on windows, so i guess I just need to wait untill the intel driver on linux mature more..

Uninstall all banned add-ons and repos, and try again. We don't support infected systems.

Do you use an external USB drive for this? Eventually that USB drive needs external power to work constantly.

We shortly did an RPi firmware fix for wrong video size encoding. I think that fix is now available on LE 11.

No, I wasn't sure. Obviously Generic-Legacy is not part of the installer, and you have to install manually (see my link).
Better wait for chewitt , because he is more familiar with the manual installation process.
Please try without AVR: PC -> TV. Eventually the AVR writes wrong EDID data to LE.
