Try this, at the bottom of the page on Kodi where it says add network location, add location, fill in ip address, protocol, user name password. etc
Then go back to add movies to the library using your the network location

The complete re-install went just fine, the TV function works perfectly. I still can't connect to my media files here. I had a look with putty and the paths needed to this pc aren't there. I'll make a copy of one of sources.xml file that should work and try that.
Okay I edited the sources.xml file. It looks the same as I was told to make it a couple of pages ago. All the paths are 100% correct.
Am I right in thinking that when I go to the Files tab in LE, those paths should show up? They used to, when it worked perfectly before this recent disaster.

I deleted the old Kodi user and created a new one, libreelec, with admin privileges. The user has a password of libreelec as well.
I have tried a number of different combinations to get any of them to work, but none do -> See the various attempts and the error returned written on that photo. (apologies for the poor quality photos)
And in other news, the TV function has also stopped working. FFS ....

Edit - I found out why I can't read files from a USB stick. It's because I put the stick into the USB slot in the front of the box, it needs to go in the rear. I found that on some site, anyway that works now.
Don't know what you did. I have used it to copy files around and to and from USB devices without issues. That's why I suggested it.
I tried the file manager in the manner suggested, but the usb stick did not show up.
Anyway I'm fed up with the lack of progress and will try a completely fresh re-install from scratch. Thanks anyway for trying.
Use the built-in File Manager. With the Confluence skin it's under Settings - I assume somewhere similar if using Estuary.

Back to trying to get TVheadhnd working. It kept asking for a user name & password. I used the ones that I'd entered a short while before.
Hey guess what? They don't work.
So I uninstalled TVheadend back & front ends and then re-installed them. I specifically did not set any login names or passwords this time.

(Yet again) I tried to add thus pc via the SMB share thingy, but without adding in the share folder name. The error window "connection refused" popped up. I also tried including adding the log-in for the Kodi user for this pc. I guess that means that it's at least trying to connect to this pc, right?

I would check my posts #12 & 26 again and make sure you covered ALL settings. You could reboot your router and make sure the Windows 10 IP Address is the same.
It looks like you covered all bases. Make sure you don't add any slashes when inputting the IP Address or share folder.
You said it worked before you rebooted (restarted) your Windows 10 computer. Then the problem must be Windows 10. You could also try a Network Reset (last resort).

I have an idea. Put some media files on your Windows 7 machine and see if you can access and play them. Don't forget to set-up password protected sharing on the Win7 machine.

Do you use a different login and password for both user accounts ? If so, try the other user / password.
My primary account has no log-in details, I've never set them.

Yep! However I'm still getting the "Invalid Argument" thing.
I turned off the firewalls (domain, private, and public) and still no change; the error message "Invalid Argument" pops up every time.
I created a password.xml file and saved it. Still no file sharing happening yet. I rebooted the LE box once, I'll leave it for a bit longer and see if it'll find the W10 pc then.
