I have 4 Pi4's (2, 4 & 8GB versions) running LE12 on external SSD, none of them are slow , i prefer them over my Shield Pro 2019 and my m-itx with i5 10400.

The fan in the Argon case is to noisy even at low speeds, i ditched mine and put on a Noctua 40 mm 5V connected to 3,3V GPIO, it spins all the time but its quiet and temp never goes over 40C.

Try the Legacy version, that pc is from 2010, its a bit old.

Even Pi4 can play HDR.

Check if your tv supports CEC and use that remote.

Just booted my 3B+ with LibreELEC-RPi2.arm-12.0-nightly-20230907-5502dd5, no problems.

Dropped LibreELEC-RK3288.arm-12.0-nightly-20230902-5ff79d1-tinker on my working Tinkerboard S (running LibreELEC-RK3288.arm-12.0-nightly-20230901-8bfd54e-tinker) and rebooted it, now it wont boot past the Kodi logo, it shows the logo 1 sec and goes black for 5-10 sec, then logo on for a sec, and on and on...
Removing power and plugging it in again dont help. No logs since it wont boot.

3B+ with LibreELEC-RPi2.arm-12.0-nightly-20230902-8bfd54e on Sony LED tv, CEC works straight away, takes max 1 sec.

GUI is GUI, it has nothing to do with playing video,
try whitelisting:
Recommendation: Configure Kodi to allow the following modes, if available:
- 3840x2160 @ 60/59.94/50/30/29.97/25/24/23.976
- 1920x1080 @ 60/59.94/50/24/23.976

If the card used up its read/write cycles (usually 3-10 000 cycles) it goes into read-only mode, time to buy a new one.

Did you get the NUC 7th Gen i3 because it supports H265 decoding, or is there more reasons?
Pi4 can play hevc 4k HDR without any problems.
